The Creator of All Things (sometimes referred to as merely the Creator) is a seemingly omnipotent being responsible for the creation of every dimension in the multiverse and their inhabitants. Their true form is impossible to comprehend, even for a powerful cosmic being like the Inspector, who sees them as a vaguely humanoid shape. They occupy an endless library in an unknown dimension of the multiverse, where they spend their time writing new universes into existence. They are accompanied by three mysterious cats (Atlas, Celeste, and Polaris) who might be extensions of the Creator's being.
The Creator is an absolute perfectionist and inevitably abandons their universes when they don't develop as intended (an absence which the Inspector steps into in at least one timeline, in which he takes on the role of humanity's protector). It is implied that they will write forever, constantly trying and failing to create the perfect universe.
They are alluded to in "Purple Moon" and glimpsed (although not seen fully) in "A Thousand Glistening Threads."
